Councilmember Eric Garcetti, who represents the Thirteenth Council District which includes Glassell Park, Atwater Village, Elysian Valley, Echo Park, Historic Filipinotown, Silver Lake, East Hollywood and Hollywood, distributed an E*news letter this morning.
